The Franklin County Emergency Operation Center was activated on Wednesday, Sept 12, from 9 a.m. to 11:30 a.m. for functional exercise simulating a terrorist attack on Pacific Corp’s existing Oneida Narrows Dam. The mock disaster also included a dam breach near Soda Springs. The exercise was generated by Pacific Corp.
“The dam had been blown up and the National Guard, Idaho State Police and local law enforcement agencies were at the scene,” said Sheriff Don Beckstead, the public information officer for the exercise.
The commissioners declared a county emergency by signing a disaster declaration document opening the doors for state assistance.
The Idaho Transportation Department had us put road blocks to close Highways 91, 34 and 36, said Beckstead.
The exercise reaffirmed the fact the EOC needed a better emergency notification system for residents at the mouth of the canyon and the Riverdale area, officials said.
