FRANKLIN – During the regular Franklin City Council meeting council members and mayor Todd Hawkes were handed a referendum with 163 signatures demanding the budget and expenditures for 2012-2013 and the budget and expenditures for all future budgetary years be amended, eliminating the expenditures for city administrator or like position.

Included in the referendum is a request for a public hearing to be held pursuant to code 50-1002 and all interested persons may be present to show cause why the budget should not be amended. The referendum to the city was prepared by Greggory Skabelund, of Skabelund Law Office, Logan.

Tom Midzinski, Glen Seamons and Mark Dietrich have been working with a committee of concerned citizens taking the position that by hiring Jeremy Kimpton, Franklin City had over-stepped Idaho state laws that pertain to governing entities.
