The controversy caused when the Franklin City Council approved a decision to hire then Mayor Jeremy Kimpton as the city administrator is continuing, due to efforts of a concerned citizen’s committee.
During the November 2012 city council meeting, Kimpton stepped down as mayor, with council member Todd Hawkes appointed as acting mayor, following council’s creation of the city administrator’s position. Expressing interest, Kimpton was then hired as the new city administrator. This action was passed unanimously, although council member Jaron Hatch suggested the city review other applicants. Today, residents feel the city acted illegally and this past week presented council with copies of the 2008 Idaho State Code.
According to Glen Seamons, representing the committee, this position should have been “voted in” by the public, not by the council. He quoted several chapters of the Idaho State code from the office of the 2008 Attorney General Lawrence Wasden.
